My favorite cheap paper party game is like Telephone, but with paper. Everyone writes down a phrase or something, passes it to the left, person on the left has to draw said concept and fold the paper so the next person to the left only sees the drawing, then it goes back and forth until eight or so iterations, then everyone has fun laughing about how "The blood of your enemies will make you strong" turned into "Suicide is bad but tea will make you strong"

That is a good game, unless you draw like I do (i.e. worse than a 2 year old with FAS).
